About Frank Lowy
Sir Frank P. Lowy AC is an Australian-Israeli businessman who is Jewish and of Slovakian-Hungarian and Australian-Israeli descent. He was the former long-term Chairman of Westfield Corporation, which is a global shopping centre company with assets under management worth US$29.3 billion in the United States, the United Kingdom, and Europe. Unibail-Rodamco, a French company, acquired Westfield Corporation in June 2018. He is a previous Executive of Scentre Gathering, the proprietor and supervisor of Westfield-marked malls in Australia and New Zealand.
The Lowy Institute, Australia’s leading foreign policy think tank founded by Lowy, has been referred to as “reactionary,” “neoliberal,” or “leaning centre-right.” Additionally, Lowy serves as chairman of the independent Institute for National Securities Studies, which investigates key issues pertaining to Israel’s national security and Middle Eastern affairs.

Lowy was born in Czechoslovakia and had to live in a ghetto in Hungary during The Second Great War. In 1946, he travelled to France, where he boarded the Yagur, which took him to Mandatory Palestine. Nonetheless, he was taken on course by the English specialists and interned in a detainment camp in Cyprus. Lowy fought in the 1948 Arab–Israeli War in Galilee and Gaza after joining the Haganah and then the Golani Brigade.
He met fellow immigrant John Saunders in 1953. Through the construction of a shopping centre at Blacktown in the western suburbs of Sydney, the pair became business partners and eventually established Westfield Development Corporation. Lowy and Saunders built shopping centres in Australia and the United States for the next 30 years.
In 1995, Lowy was named a Director of the Reserve Bank of Australia. He was reappointed in 2000 and 2003, and his term ended in 2005. In 2008 Lowy and related interests were referenced in records taken from the LGT Bank of Liechtenstein by a previous worker. Lowy and his sons, David and Steven, were the subject of subsequent investigations by the US Senate and the Australian Taxation Office into their connections to financial institutions in tax havens in Liechtenstein and Switzerland. Lowy claimed that he had done nothing wrong, that the dispute had been resolved with the ATO, and that no action had been taken.
