Michael Bloomberg’s Facts

Bloomberg decided to implement a statistical, metrics-based management strategy for city government and gave departmental commissioners a lot of leeway in making decisions. He implemented what New York Times political reporter Adam Nagourney called a “bullpen” open office plan, which was similar to a Wall Street trading floor. And consisted of dozens of aides and managerial staff seated together in a large chamber, breaking with 190 years of tradition. Accessibility and accountability are two goals of the design.
