Mendler was born on 18 December 1992, in the United States capital of Washington, D.C. She relocated to Mill Valley, California, with her family when she was eight years old. She first displayed an interest in acting and began working in plays there.

Mendler started acting in local parts in both dramatic and musical theatre when she was eight years old, and she became the youngest ever actor in the San Francisco Fringe Festival. She got an agent when she was 11 years old to assist her acquire acting roles.

Mendler made her acting debut in the animated Indian film The Legend of Buddha in 2004, playing Lucy. She got a position as a guest star on the soap opera General Hospital when she was 13 years old.
