Kelcy Warren spent his childhood in White Oak, Texas, a town in east Texas near Longview. During a summer job as a welder’s assistant with his father, he got his first taste of the energy pipeline industry.
He concentrated on pipelines at the College of Texas at Arlington, where he got a degree in structural design in 1978. Warren told the UT Arlington Magazine in 2007 that his first job was designing pipelines for Lone Star Gas.

In 1996, Warren and Ray C. Davis formed La Grange Energy L.P., an investment in propane pipelines. As the partnership expanded through mergers and acquisitions into LE GP, the closely held general partner through which the pair own stakes in more than 56,000 miles of pipeline, they became billionaires.

After Warren and Davis purchased propane transmission lines in Texas through La Grange, Energy Transfer Partners offered shares for sale in an initial public offering in 2004. At the time, the company had approximately 7,750 miles of pipelines. Energy Transfer Equity went public in 2006 as the partnership that owned the general partner rights to ETP.
