A “Marshall Plan for the Middle East” by Wertheimer is his concept for using industry to provide training, create jobs, alleviate poverty, and increase the Middle Eastern population’s per capita income. He designed plans for an industrial park in Rafah, Gaza, in the 1990s. The Palestinian and Israeli governments both offered support, but the Second Intifada broke out a week before the groundbreaking ceremony, so that plan was put on hold indefinitely.
